Improvement Target Area
Every 10 years, Cuyahoga County updates our community’s Improvement Target Area (ITA) map. Personnel from the Cuyahoga County Department of Development and Planning Commission evaluate each structure based on the condition of:
- General upkeep
Property Ratings & Target Area Designation
They rate a property based on each of these categories for:
- (0) No maintenance needs
- (1) Minor maintenance needs
- (2) Moderate maintenance needs
- (3) Major maintenance needs
Properties needing maintenance are then mapped according to federal census tracts. Should properties needing maintenance hit certain density parameters within a census tract, the census tract is designated as an Improvement Target Area.
Potential Federal Grant Funding
Additionally, the County compares the ITA’s to income levels as developed by the Federal Census Bureau. A Low-Moderate Income designation, which ranges from 80% to 140% of the County’s median income ($43,804), allows for access to federal grant funding for various infrastructure improvements and low interest loans.
